Teams ranked 14-35 are drawn into pairs, and play a home-and-home series.  Winners advance to Round 2

Round 2

Teams ranked 1-13, along with 11 winner from Round 1, are drawn into 4-team groups and play a double round robin.  Top 2 teams from each group advance to Round 3

Round 3

12 teams from Round 2 are drawn into 4-team groups and play a double round robin.  Top 2 teams from each group qualify for the World Cup.  The top 2 3rd place teams advance to Round 4

Round 4

Top 2 3rd place teams play a home-and-home series.  Winner advances to the Intercontinental Playoff (IPO)
